Kingsnorth Parish Council (KPC) Precept Newsletter 2016

Please find below a breakdown of how the money we received from the Parish precept was spent in 2015/16 and our plans for 2016/17.

Last year we told you how we were setting aside reserves to fund some major capital projects and improve connectivity across the parish.
The multi-use games area (MUGA) has been erected beside Kingsnorth School and is available for hire out of school hours; for more information contact the Parish Clerk, Len Bunn.
Plans are being drawn up for an annexe to the Pavilion on the playing field area which will provide a larger hall for hire, a new kitchen and catering facilities and hopefully an office for the Parish Council so that all our resources are in one location.

Access across muddy fields is an issue for residents, particularly for the school run, so we have been working with Ashford Borough Council (ABC) on upgrading, re-routing and adding new footpaths. When the final routes are agreed they will be published on our website. There is a lot of red tape associated with footpaths so progress is slow but some of our plans have been given the green light from KCC and are being treated as a priority.

Works to combine the two car parks by the Village Hall and Kingsnorth School are progressing and this should increase the number of spaces and congestion in the area. This work is being funded by ABC and KPC will try and use this opportunity to fund improved access to the MUGA, Pavilion and School.

Applications were made for Village Green status for Riverside Close and Joys Wood; Riverside Close has been approved and plans to install the new play area can now proceed. Funding has been set aside to cover the costs associated with the new village greens, once they have been signed off.

Our plan to provide welcome signs to the Parish so people knew the Parish boundaries and the communities within was rejected by KCC so we are now looking at planting spring bulbs at entrance points as an alternative welcome.

Speeding in parts of the Parish has been an issue and we are looking at installing speed signs to help manage the problem where KCC are unable to assist.

World War One commemorative benches were installed at Riverside Close, Joys Wood, and The Moat and by the Community Orchard, funded by ABC ward councillor grants and KPC.

You will also note an increase in staffing costs which is due to our expanding workload; the population of Kingsnorth is now greater than Tenterden, and an exciting new Handyman initiative that we are operating in partnership with neighbouring Great Chart with Singleton Parish Council. This facility will allow us to provide our own services and apply for grants to ABC and KCC to undertake works on their behalf. This will enable us to respond quickly and at a frequency more suited to local knowledge and need. We will be posting more information about the project as it develops.

Construction by ABC of the long awaited park at Brisley, named Kestrel Park by the school children, will commence soon. Once completed the ongoing management and maintenance will fall to KPC and we will utilise our handyman service to undertake some of this work.

We held several well attended consultation events about the ABC Local Plan and a review of the village conservation area was also undertaken, the results of both these reviews are imminent and we will keep you informed via our web site Facebook and notice boards.
